Appointment strengthens M Group's position to deliver critical infrastructure projects across England and Wales through streamlined procurement routes.

M Group has been awarded a top place on the new £4.3 billion National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 that’s managed by Pagabo, securing a place on the framework as a ‘Collaborative Partner – England and Wales’.

The appointment confirms M Group as a pre-qualified delivery partner for public sector and regulated industry clients seeking to procure infrastructure projects more quickly and efficiently through compliant direct award and further competition routes.

The four-year framework, managed by leading procurement specialist Pagabo, is one of the UK's largest infrastructure procurement vehicles and covers a broad range of sectors including highways, water and environmental, rail, energy, aviation, defence, nuclear, maritime and rail systems, and a wide range of private and public sector organisations.

Being named as ‘Collaborative Partner – England and Wales’ means M Group has been recognised for its ability to work with clients to deliver quality outcomes, strong social value and long-term project success. The framework provides clients with access to proven delivery partners while reducing procurement timescales and the costs associated with traditional tendering processes.

This appointment is a significant endorsement of M Group's multi-disciplinary capability, collaborative approach and track record in successfully delivering critical infrastructure projects across the UK.
We’re now even better positioned to support clients who need trusted delivery partners and streamlined procurement routes that help them move quickly from planning to construction.
The framework creates exciting opportunities across our core markets, including highways, water and environmental infrastructure, while also providing a platform for growth into adjacent sectors such as rail, aviation and defence.
Ultimately, this is about helping our clients deliver essential infrastructure faster, more efficiently and with greater confidence, while continuing to create positive outcomes for the communities we serve."

Adrian Cooke, Managing Director - Transport at M Group

The range of suppliers appointed have been rewarded based on evidence of their ability to collaboratively deliver high-quality infrastructure, civil engineering and enabling works projects across the UK. Through the procurement support that Pagabo provides, and the ambition proven by the appointed suppliers, the infrastructure sector is in safe hands."

David Llewellyn, Construction and Infrastructure Director, Pagabo

The framework is expected to support a wide range of public and private sector and infrastructure investment programmes over the next four years. The appointment of M Group to the framework will strengthen its ability to support existing customers facing demanding delivery programmes, while creating opportunities to develop new relationships across both public and regulated sectors.

The National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 combines civil engineering, infrastructure, demolition, remediation and enabling works services into a single procurement vehicle. The framework is compliant with the Procurement Act 2023 and Procurement Regulations 2024 and is available for use by central government, local authorities, NHS organisations, education providers, blue-light services and housing providers.
