Client: Yorkshire Water Duration: November 2022 - May 2023
Situation:
We designed and installed a permeable highway solution featuring a Sustainable Drainage System (SuDS) on Rosmead Street, Hull. This project was part of the Living with Water (LwW) initiative, a £23 million investment aimed at mitigating surface water flooding for residents.
The partnership includes Yorkshire Water, East Riding of Yorkshire Council, Hull City Council, the University of Hull, and the Environment Agency.
Task:
We managed the Design and Build of 600m² of permeable paving across the highway, managing 365m³ of surface water runoff from footpaths and roofs back to the combined sewer. The permeable paving needed an impermeable liner and underdrain to slow the flow into the sewer, reducing peak water levels and flood risks in the Southcoates area.
Action:
Extensive site work and customer liaison was needed in a densely populated area, while working to minimise disruptions for residents. Key activities included:
· Road closure arrangements
· Construction of temporary car parks and drop crossings
· Bulk excavation and installation of a new carrier drain
· Removal and capping of existing gullies
· Installation of new manholes, capping, and block paving
· Construction of a new road and footpath
Stakeholder engagement with local authorities, councillors, and residents was crucial. We collaborated with St John Church to host over 25 community drop-in meetings.
Following the project, we took part in local activities to improve Social Value to the community, enhancing the church grounds by clearing the area, resurfacing it, and building raised beds with compost bins and water butts for improved water resilience.
Result:
The project showcased the benefits of collaborative efforts in enhancing flood resilience. The work effectively managed surface water runoff, reducing flood risk.
Key achievements include a reduction of flood vulnerability for 494 properties (one in five years) and 808 properties (one in 30 years).
“Rosemead street is not only a fabulous piece of engineering, but it combines all partners working together with communities to bring surface water flood resilience into Hull. From modelling to engagement, the team has worked hard to finalise the street on time, safely and with the community. It truly is an exemplar in partnership working and we look forward to showcasing this nationally”. Mark Jones, Director of regeneration, Hull City Council, and chair of Living with Water.
